Description of project and services rendered
- Set-up procedures for cost accounting and international tendering;
- Develop and implement an M.I.S. system to automate the functions of project management, preparation and follow-up of bidding documents, the management of human resources, budget analysis and the preparation of Audit and World Bank reports;
- Transfer of technology and training of local personnel.
For these 5 years, $ 150 million USD project entailed the creation of a seed production industry in Zaire, with increased participation from the private sector. The objective aiming at improving production (both qualitative and quantitative) and distribution of seeds to farmers.
P.A. Management International (Canada) Inc. was called upon to provide assistance in the following areas:
- Setting-up a management office
- Help establish experimental farms
- Establish quality control mechanisms (informatized system)
- Provide training to local personnel (organization and methods)
- Consultancy services in finance and administration
- Act as head of administrative and financial services
- Participate in the staff recruiting and selection process
- Implement analytical accounting and budget based management systems
