Description of project and services rendered

The objective of the project is to completely reform the Ministry to cope with the emergence of the Market Economy in Romania which will undoubtedly generate massive layoffs. To increase the protection afforded by the Social Safety Net and to train displaced workers. The PCU is responsible for the supervision of the implementation of all phases of the Project. The consultants are mandated to train and assist the PCU staff in carrying out that responsibility placing particular emphasis on the following:

  • Coordination of the Project execution;
  • Improve management, planning, monitoring and cost control;
  • Implement a Project accounting system following World Bank accounting standards;
  • Automate the accounting, monitoring and specifically the procurement systems;
  • Provide advice on Project reporting activities;
  • Control all disbursements.

The major component that involve the Consultant is the total management of procurement activities (preparation of tender documents for international bidding, evaluation of the bidders, selection of winners, preparation and signature of contracts, etc.) as well as the selection and implementation of an Electronic Bidding System.
