Description of project and services rendered

It is within the frame of the technical assistance Canada / Haiti project that the Ministry of Agriculture, Natural Resources and Rural Development has requested the establishment of a methodology for the development of a computerized accounting system for the West Agriculture Department Direction (WADD).

The main objective of the development of a computerized accounting system for the West Agriculture Department Direction (WADD) is to improve its accounting and financial management.

The specific objectives are to:
  • produce standardized reports from the computer system which are more reliable and done quicker;
  • supply more reliable and pertinent information to the decision makers;
  • raise the competency of managers in accounting and financial management.
The expected results are:
  • diagnosis of the accounting system of the WADD;
  • conception of a computerized accounting system;
  • purchase and installation of an accounting software already experienced by the Canada/Haiti technical assistance project;
  • Elaboration of an accounting and financial procedures' manual;
  • Elaboration of an accounting and financial utilization manual;
  • Training of the personnel on the application of procedures and utilization of the computerized accounting system.
To accomplish the above results, the consultant's mandate will be to:
  • Write a report on the diagnosis of the accounting system of the WADD;
  • Conceive a computerized accounting system;
  • Write a document stating and justifying the choice of an accounting software suited to the managers' needs and buy it;
  • Write a procedures' manual of accounting and finance;
  • Write a user's manual;
  • Conduct the training of the accounting personnel of the WADD on the applications' of the procedures and the use of the computerized accounting system.
