Description of project and services rendered
The objective of the project is to realize an integrated budgetary system. This system will allow an optimal choice of the budgetary expenses, their follow up through all phases from their engagement to the acknowledgement of their results and their effects and finally, the evaluation of the public policies, which constitute the real objective of the project.
The concept does not only integrate the credit management in regards to its regularity or its utility but also a group of sub-systems of evaluation, follow up, control and information which are coherent between them and affecting the following areas:
- The Planning in the frame of a budget program which has to assure the actions coherence and their convergence to the objectives pursued by the ministry;
- The information system which has to be analyzed and structured in order to be stable, reliable and efficient;
- The control and evaluation, i.e. the capacity to keep an eye on the conformity and the integrity of the resources use and to assure the action transparence.
The objective (through the establishment of a budget program) is to pass from a management by use and resources to a management by programs aimed at the realization of development objectives and the satisfaction of the end users expectations and needs (users, economic infrastructure, social needs). It is also intended to reconcile and harmonize the macro-economic objectives with the reality of the means and constraints. The integrated budget programming is defined by a program structure, which provides the activities representation framework of the ministry. These activities transform the means into results and are described by the following indicators: means indicators, results indicators and impact indicators.
