Description of project and services rendered

The objective of the proposed technical assistance is to build a core group of skilled credit officers within the Romanian Bank for Development (R.B.D.) while ensuring that E.B.R.D.'s proposed credit line contributes to a sound portfolio of loans to credit-worthy clients. The credit officers from R.B.D. working directly with the Credit Advisers will benefit from the transfer of knowledge and expertise and are expected, in turn, to disseminate this knowledge more broadly to benefit R.B.D.'s operations generally.

Subloans under the proposed credit line are screened and approved by the Credit Adviser in accordance with R.B.D.'s approval procedures.

The Credit Advisers will be assigned full time for an initial period of 18 months to the appropriate credit division of the R.B.D. to advise and assist in:
  • The credit assessment of loan applications submitted for financing under the Bank's proposed credit line;
  • Monitoring of disbursements, loan account administration and debt recovery;
  • On-the-job training for credit officers in appropriate methodologies and techniques of credit analysis and, identification of further training requirements.
