Description of project and services rendered

P.A. Management International (Canada) Inc. and IDEACONSULT will conduct a study aimed at evaluating the impact of continuing training programs on Tunisian firms who benefited from these different programs implemented by the government in 1998. This study will be conducted on the basis of a survey of the firms that were the beneficiaries of these promoting programs of continuing training and a group test of firms, which were not beneficiaries. This study will follow these steps:

A: The Outline of the methodology to be used for the study:

The consultant will have to present a report permanently defining the following items:

  • The indicators that will be adopted to evaluate the initial training, the method of calculation and the origin of the information that will be used to calculate them;
  • The economic calculations and econometrical models that will be used to evaluate the impact of continuing training in the profitability of the firm and the economy in general;
  • The definition of the survey that will be realized in the frame of the study as well as the questionnaires that will be used to insure its realization;
  • The organization that the consultant will put in place in order to fulfill the needs of the realization of the study and especially the surveys.
B: The survey and set up of a database:
  • On the basis of the list of the firms provided by the MPTE, the consultant will mail the questionnaires previously chosen to the 2 776 firms that benefited from a promoting tool of continuing training as well as to 1000 firms which have not benefited from such tools;
  • The consultant will assure the follow up and quality control of the responses to the questionnaires;
  • The objective will be to reach a 33% rate of response which means 900 beneficiary firms and 300 non-beneficiary firms;
  • The consultant commits in managing the responses in a way that will insure the good representation of the firm surveyed based on criteria's such as the size, sector, region and continuing training promotion program;
  • The consultant will be responsible for sending the questionnaire with an introduction letter of the MPTE to the firms and will do a follow up by phone, fax or by email. If the firm still does not answer, the inspector in charge of this company will go in person in order to urge it to answer;
  • The survey must permit the collection of the information necessary for the study. This thoroughly controlled information will be gathered in a data base software developed in this effect or a computer package that will enable such an operation;
  • A side from the information collected from the survey, the consultant will have to collect data relative to the continuing training or the economic and social aspects in general in relation to continuing training and the life of the company. All this information will be also gathered in the data base;
  • The consultant will have to write a report on the survey.
C: The analysis of the data gathered and the evaluation of the impact of continuing training:
  • After the validation of the second report and on the basis of the data collected and the data provided by the MPTE on the results of a similar study conduct for 1996, the consultant will have to do the analysis that will bring out the effect of continuing training on companies and employees;
  • This analysis will be done on the basis of indicators and econometric models defined in the terms of references;
  • The consultant will present the analysis and evaluation of the continuing training report to the MPTE;
  • The consultant will then provide a final version of the report.
